We want to help you save money and conserve energy by making your home more energy efficient. Enjoy the benefits of saving energy all year long — save on heating costs in the winter and cooling costs in the summer!
NPU has contracted with Lantern Energy to perform this service. In one easy visit, Lantern’s certified technicians will:
- Conduct an overall health and safety check of your house, including a combustion appliance zone test and carbon monoxide (CO) test.
- Perform a blower door test to find and correct air leakage around your house.
- Perform a duct blast test to find and correct air leakage in ductwork.
- Upgrade your lighting from incandescent bulbs to LED bulbs.
- Install water and water heating energy-saving measures including low-flow showerheads, faucet aerators, and pipe insulation.
- Make suggestions for additional measures and steps to improve energy efficiency.
- Provide rebate information for replacing inefficient home appliances and installing additional attic wall and attic insulation (as applicable).
This HES program is a FREE service offered to 1-4 unit homes. Any building exceeding 4 units must receive preapproval.

Energy Star is a government-backed program helping businesses and individuals protect the environment through superior energy efficiency.
NPU electric customers can get a rebate back from NPU on the purchase of certain ENERGY STAR®-qualified appliances.
Limit one rebate per appliance per residential electric utility account (maximum three air conditioners). Note: ENERGY STAR® criteria are subject to change. Appliances must meet the current ENERGY STAR® criteria at the time of rebate submission in order to qualify for the rebate.
To receive your rebate:

- Fill out the form completely.
- Enclose a copy of your dated sales receipt showing the make and model of the appliance, a copy of the yellow “Energy Guide” label, and a copy of your most recent electric bill.
- Mail/email these items to the address on the rebate form.
Please: Do not include the rebate coupon with your utility bill payment. Incomplete information may delay or disqualify your rebate. Please allow 30 days for processing the rebate. NPU reserves the right to provide the rebate in the form of a credit on your electric account.
NPU customers are eligible for rebates on wall and attic insulation installed by a licensed insulation contractor. These rebates apply to retrofit projects only and are not valid for homeowner-installed insulation or new construction. Please see the rebate form for additional details and eligibility requirements.
2026 Wall/Attic Insulation Rebate Form
Installing a new high-efficiency central air system, cooling and heating combination system pump, or heat pump unit, or replacing an old unit? Take advantage of NPU’s Cool Choice Rebate Program or CHIPP (Cooling & Heating Incentive Pilot Program). Involve us early in your planning process to maximize your rebate. NPU Cool Choice Program
Receive a per-ton rebate from your municipal electric utility when you purchase and install an eligible single- or split-system central air conditioner or heat pump.
CHIPP
What is CHIPP? An incentive program aiming to help our existing electric customers convert to a more energy-efficient electric heat pump system which heats your home efficiently during cold weather months and also provides cooling during the heat of the summer.
Why should you participate?
NPU offers rebates to eligible participants to help offset the cost of purchasing and installing air-source or ground-source heat pump systems, including additional incentives for integrated controls and heat pump water heaters. These energy-efficient systems can help reduce energy use and lower costs over time. Customers may also have the option to finance their new system through participating financial institutions that offer attractive rates for those who qualify.

Incentives
NPU offers a conversion incentives as well as rebates on new high-efficiency gas heating systems.
Financing for conversions is available with the "Smart-E Loan", available locally at Eastern Savings Bank and CorePlus Credit Union. Please contact the banks directly for details.
Installation

NPU electric customers are eligible for rebates for the purchase or lease of a new or used all-electric vehicle (EV) or plug-in hybrid electric vehicle (PHEV), and rebates for the purchase and installation of EV charging equipment. This is in addition to available federal, state, and manufacturers rebates and incentives.
Requirements
- Customers must be current on their utility account.
- Proof of purchase from a licensed car dealership is required.
- Vehicle registration showing the tax town of Norwich is required.
2026 Electric Vehicle Rebate Form
Note: The rebate amount cannot exceed the equipment purchase price, excluding tax and installation.
Installation of the equipment must be within Norwich Public Utilities’ electric service territory. Proof of purchase and installation is required. More program information is available on the form below or you can contact us at 860-823-4514 or email.
Compressed Natural Gas (CNG)
NPU’s Compressed Natural Gas (CNG) fueling stations are open to the public 24 hours a day, 7 days a week.
We have one location:
- 168 West Town Street
- Accepts all major credit cards
- Dual dispenser fast fill (3600 psi)
- Can accommodate any size vehicle
Fee: $2.199 gasoline gallon equivalent (gge)
Electric Vehicle Charging
There are two (2) charging stations available to the public at our Customer Service Center, 173 North Main Street, Norwich, CT.
NPU provides rebates for the installation of electric vehicle charging equipment and electric vehicles to electric customers.
NPU offers rebates on electric bikes and electric scooters for our electric customers.
Get a bill credit from Norwich Public Utilities when you purchase a new electric bike or electric scooter. This rebate is good for purchases made from January 1, 2026 – June 30, 2026. LIMIT: One rebate application per NPU electric utility account. Bill credit cannot exceed 50% of the purchase price, excluding tax.
NPU offers a rebate for Smart Thermostats to our customers.
Get a rebate from Norwich Public Utilities when you purchase an eligible wi-fi enabled smart thermostat. This rebate is good for purchases made from January 1, 2026 – June 30, 2026. LIMIT: Two rebate applications per NPU electric utility account.
