Smart Grid Participants

ConnSMART was formed by the Connecticut municipal electric utilities serving Norwich, Groton (and neighboring areas), Norwalk (second and third taxing districts), and Jewett City, plus the Connecticut Municipal Electrical Energy Cooperative. Each utility is developing a unique plan that best fits the needs of its own customers, while collaborating with their fellow participants to coordinate the program and share best practices.

Norwich Public Utilities (NPU) provides electricity to 17,700 residents and 2,550 businesses in the city of Norwich. NPU plans to install two-way meters for 21% of its customers, plus a full smart grid backbone that will allow the remaining customers to be brought on board when appropriate. In addition, NPU will run pilot projects for remote connect and disconnect, in-home displays, direct thermostat controls, prepay/pay-go, and improved outage management.

Connecticut Municipal Electrical Energy Cooperative (CMEEC) supplies wholesale power and other services to the municipal electric utilities of Connecticut. Under the grant, CMEEC will be responsible for developing wholesale time of use rates, analyzing data to improve power purchasing, sending load control signals through its Network Operations Center, and hosting a shared meter data management system (MDM).

The federal Department of Energy’s Office of Electricity Delivery and Energy Reliability (OE) will be a participant as well as the source of funding under the American Recovery and Reinvestment Act. The DOE will establish standards for data collection and reporting, publish our status reports on recovery.gov, and share lessons learned from other utilities in the grant program.
